If you read the beta design documents you will quickly understand that shoreside vale was already half-assed, they moved the airport from stauton because shoreside was too small
Actually, this mod leads to the ghost town. You can find the liberty city bank where the robbery happened in the intro. The tunnel leads to this upstate where the ghost town is situated. This is the complete version of the once called ghost town. The other mod only adds a bridge to the ghost town and makes it solid.
There's only a 2% difference between pre 9/11 and post 9/11 GTA 3 according to the Rockstar themselves (taken from VadimM's video discussing the topic).
this would be more fun if rockstar made the upstate accessible, I wish they could let us access the place.. Edit: oh how the tables have turned when these people decided to talk shit to me here 5 years ago.
