@@Xyrone23 COD 4's shotguns loaded the proper number of shells back in 2007, and the original Half Life did it too in 1998. Plenty of other contemporary games did the same in 2013, like Battlefield 4. GTA V is mostly a third person game though, and wasn't designed with the first person mode in mind, so that's why it has crumby animations.

It lets you get back into the action faster since you just need to load 1 shell rather than 8.

I imagine it was on purpose so as not to feel slow or tedious for the character to reload the shotgun per bullet one bullet. And furthermore, in the 3D era, the protagonists did not reload 8 bullets either respectively XD
