You can actually give each other your personal vechiles, I'm unsure if it works on pc but for console it does. The glitch is know as (gctf) Give Cars To Friends, which is typically simple to do. So ye you could give a vagner to the poor individuals

There a few requirements for the person who's receiving the cars which includes a moc (mobile operation center) and a nightclub with bay 2, Those are the norms. Sometimes you need a RC car and a pass for the ls car meet
