Yes it is for the story mode, it has an amazing story and gameplay but the online mode is not worth it, i suggest getting gta 5 for story mode only

I can't understand why they didn't include san fiero n Las venturas all you get is Los Santos and what happend to angel pine and other small towns all we get is shady pines. And worse is no music while driving San Andreas had radio stations
