It would run just well on both, but the thing is (personally).. on mobile the controls are half assed, cover half of your screen and so hard to use, like driving sometimes is annoying. I tried both and preferred PC, why? because you can play with a keyboard AND a controller, which is definitely way more easier than a touch screen, you can access the game files easier and change whatever u want etc.. I haven't bought the game on mobile, nor PC, i used an emulator called PPSSPP (you run PSP games on it) for both platforms and i remember once i downloaded the game without the emulator on mobile illegally, and it's pretty much the same experience. Aaand that was my two cents xd.

I think it's a Vice City mod for PC. It has all story missions but it's missing the ferries and some side missions.

Although there's already ferry model. And it worked as MVL although only in original Vice City. That ferry becomes regular water traffic and there are not just one of them wandering on the sea ​@@AndreiPopescu
