The watch shown in AliExpress is slightly different. The watch is named Aesop and the face dial is plain . Your video is called tourbillon and has stars in the dial.

It's a seagull movement, the movement itself costs almost as much as the entire watch, so wouldn't be very convenient to swap it out...

Good question. I never paid attention to this, but now that you have pointed it out, i realize most watches with roman numerals are this way... Even cartier... Don't know what the reason is...
