Guanyin is a Bodhisattva of compassion, not a goddess of mercy, big difference. A goddess belongs to the heaven realm, while Bodhisattvas and Buddhas belong to a much higher realm. She was sent by Buddha himself to reincarnate as a royal princess of an ancient Chinese nation on the mortal realm, then eventually became known as Guanyin Bodhisattva.

Buddha is not a god. Buddha is an idea. In China, everyone can become a Buddha (as long as they learn this idea). In the Chinese story , the Buddha is placed in the sky, and everything in the sky is Taoism. Immortals. So Buddha became a minor god (among the large number of Taoist immortals), governed by the Jade Emperor. Buddha himself represented hell. Before the emergence of Buddhism, the Chinese did not have the concept of hell. So when the Chinese described hell, they would quote Buddhism. In China, "Taoism" has formed Chinese culture and Chinese philosophy. (Heaven) "Confucianism" regulates the moral concepts and etiquette of the Chinese. (Human world) "Buddhism" affects the concept of life and death of the Chinese. (hell) Chinese Buddhism (Han Buddhism) and Indian Buddhism are different. Chinese Buddhism is 3 religious combinations 1 . 三教合一 . ( 道Taoism+儒Confucianism+釋Buddhism ). China retains the content of the Buddhist scriptures. Simple Indian Buddhist ? ancient Chinese do not accept it From its inception, " Chinese Buddhism" has been influenced by native Chinese religions and philosophy, especially Confucianism and Taoism, but also Chinese folk religion. In China, no one respects and worships Sakyamuni. But the "Buddha" in China mostly refers to those ancient monks (Chinese people) and The Chinese people who are transformed into Buddha consciousness. So ancient Chinese people think Buddha is a Chinese/deity. There are very few real Buddhists in China (there are many fake Buddhists). Because the Chinese are Taoist consciousness of realism (so they are very hardworking), but at the same time, the reincarnation reincarnation that the Chinese believe in (affects the concept of life and death of the Chinese - hell).

Guanyin isn't a goddess neither is the gender exactly a woman. In some earliest depiction Guanyin is a man. Some folklore turned him into a woman due to his compassion to help a woman give birth and back then only a woman can help another pregnant woman give birth. He/She is gender fluid to say the least though in the east Guanyin is depicted mostly feminine but we never forget that Guanyin is/was a man.
