Unreasonably excited that I guessed Haroun and the Sea of Stories. I remember reading it as a kid and being perplexed by the darkbulbs that emitted darkness instead of light.

Well they literally started the category with "As of end of 2011" and reference countries joining in 2013 (meaning that it has to be before that)... so its probably sometime in 2012.
