That requires a backdoor of the server, probably aquired by hacked plugins. For an average hacker, they could just xray out ores and get a few stacks in 10-15 minutes.

As a player of 2b2t, a server where hacks are allowed, I would say (from personal experience) that noclip doesn't work most of the time. A batter option would be to simply break the bars (it would take about 2 minutes) and then fly to the roof and break out. If breaking blocks was somehow restricted, then packetfly and blink would be your best bet.
