You obviously do not understand the real issue and situation, This is not about stopping them from growing their own food it’s about respecting and following the bilateral treaty agreement that was agreed by both Haiti and DR in 1929 . The treaty was agreed with the goal of keeping the peace among them since they share an island and whatever one side does , it will adversely impact the other side.the treaty says neither side is allowed to alter or deviate the course of the river or do any infrastructure without first submitting an environmental and technical survey and or report to the other side. The problem is the DR government not the DR people. I know many DR people and I recently went to Santo Domingo. Most of the people are not interested in fighting with Haitians but the government is creating hate to divide the two nations in order to keep their power. The government does not want Haiti to build the canal so Haiti can depend on DR for food. DR already has 11 canals connected to the river. According to the International law, water that runs between two or more countries can be used by those countries. Closing the frontier gates back fire on the DR government. Other countries did not agree with DR and stepped in selling Haiti anything they want. They also agree to buy products from Haiti which DR government did not do. Right now the Haitians close their frontier gates while the DR open theirs. They are not interested in reopening their gates until the DR government stops the visa bias against Haiti which required to renew the visa every month. They do not have any problem if DR deport illegal Haitians but the deportation of documented Haitians must stop. They would not buy from DR unless the Haitians are allow to sell their goods to DR. They want the government to stop promoting hate toward Haiti. Haiti invaded the Dominican Republic for 22 years and then they made 7 more attempts and the Dominican Republic in the Trujillo era gave up a part of its territory beyond the place where today there are differences over the canal, the river originates and ends in the Dominican Republic 🇩🇴 It has 55 km where only 500 meters cross the border with Haiti and in total the curvature is 6km. By the 1929 treaty, all work in that specific area that is shared must be agreed upon and used with technical criteria according to the treaty in equal parts. What the canal does is divert the river towards Haiti and affects the course it follows downstream in the Dominican Republic, affecting agriculture and wetlands in a Dominican national park. The DR does not oppose the shared use of that strip in equal parts and with a technical use of measured cubic meters, the issue is that downstream it would destroy the ecosystem (as Haiti has done), if the intention of the Dominican Republic was bad it would have dammed the river in the Dominican part where it originates, judge which is the hostile part ?

The 1929 treaty gives both countries the right to use the water for irrigation but nothing else. This is the reason haiti didn’t complain any of the 11 times they diverted the water. Are you able to privately build a canal in any other country without proper paperwork and approved permits? Every country has laws and a process on which they verify pros and cons of this. They way this is being built will flood the border because of the height of the canal. They have more water resources on their own side but unfortunately they’ve pretty much have destroyed all natural resources in general and now want to destroy DR side like they’ve had for decades.

After a few years of being independent, Haiti split up into two nations. The State of Haiti in the North which later became the Kingdom of Haiti. The Southern part became the Republic of Haiti. The Kingdom was ruled by a former General turned King who built a great citadel on top of a mountain which is a tourist attraction today. He also built himself a elegant palace which is today in ruins. He spent money like it was falling from the sky. He got the money exporting sugar from the former sugar plantations which he kept running. The southern Republic of Haiti unlike the northern Kingdom of Haiti started land reform and divided up the sugar plantations. Each person got a small piece of land. The problem was that the new landowners just grew enough food to feed themselves thus not much for export. No export means no money coming into the nation. This helps to partially explain Haiti current situation. Going back, the northern Kingdom of Haiti fell after the King was no longer around and the southern Republic of Haiti then annexed them.

Dominicans got their independence from Haiti after a 22 year occupation. 12 years of war and invasions from the Haitians, and all attempts to retake the Dominican side were defeated, by outnumbered Dominicans with machetes. The DRs greatest accomplishment was separating from the poorest country in the hemisphere.
