Well, he's in a marathon. He can't really just reset if he fails a trick, so he's gotta load a save, and in valve games quicksaves/loads are quite easy.

Correction to one of Alex's comments: the nuke had nothing to do with how the Combine conquered Earth. It was actually thanks to the rocket Gordon Freeman launches during his trek across the Black Mesa Facility in Half-Life. The rocket was supposed to aid the scientists in the Lambda Core with stabilizing and containing the Resonance Cascade, and was used by the Combine to launch their attack. Eli Vance mentions it when you are looking around his lab in Half-Life 2.

How does he control his FPS at command?

You can use the developer console to change the maximum FPS cap for the game. Fortunately, you can also bind any console command to a key. With this in mind, there's a good chance he's bound different keys to lower and raise the FPS to whatever values he needed for this run, and all he needs to do is hit that key when he needs it, then hit the key to change the FPS back to max when he's done!

so for example, he could bind T to input the command "fps_max 999" and then bind Y to "fps_max 4", and everytime he needed 4fps, he could just press Y and then when he's done needing low FPS, he'd hit T.

In scriptless categories you can bind any command to a keypress, usually it's something like move forward(+forward) or make 1 give you a weapon instead of a weapon type (weapon_crowbar). So if you unbind a key from something stupid for a speed running like 'press y to talk' or whatever, you can bind that key to 'fps_max 24" or 100 or 23.95 or whatever He can also jump like that by making his jump bound to mousewheel up (or down but that's usually crouch in HL)
