In 1994, the South Korean government released a report stating that the movie 'Jurassic Park' was worth the sale of 1.5 million Hyundai cars, one of South Korea's biggest exports.
After the Asian Financial Crisis hit South Korea hard, president Kim Dae-Jung relied on the power of cultural exports to make back their lost money.
Now, South Korea's entertainment industry is worth around $US10.3 billion.

If it was a "planned industry model", then anyone could do it. Everyone is trying to do it, but only a few succeed at exporting pop culture.

Nope. You missed the point. No government can control pop culture nor sell it as export products. K pop. K drama. K food. K beauty... everything was just very authentic Korean way/contents of daily life. We've always have great dramas, songs, and food. Government or public factors have LITTLE parts in HANRYU. Yes, some try to use it politically but please understand art and culture are free expressions of human creativity. I would say youtube. Netflix and sns contribute much more for korean culture to be found by the world. Please do not downgrade Hanryu to a 'plannned industry model' .

You're confused. Government support absolutely can make a difference. But not always so. Many countries have their government actively trying to export culture and soft power. China is spending 10b per year. Most are failing, of course. No amount of money can overcome a crappy industry. China with its retarded censorship only produces trash, and Japan has major problems with its entertainment industry. Japan makes movies and tv shows focusing on star power and arranging everything around it. Korea is successful because everyone, producers, actors, directors, all are focused on creating a great story and product, and actively give each other feedback to improve things. China has a totally top down approach, as does Japan. You need talent, focus, common and coherent goals and government support.

Korean government lifted censorship and in order to deal with influx of foreign imports, supported the industry to catch up with the rest of the world, but Korean government is NOT responsible for Hallyu’s popularity. It is merely using it to promote the culture further because there are demand outside of the country. But the popularity of the Kwave is due to individual artist/ industry effort and creativity. The government would have nothing to promote (which is the case of China and Japan) if there were no artists/ entertainment contents in demand outside of the country.

Totally agreeing with you. If a government can plan and spread their culture , why the rest of the world can not do that? Other countries don't want their culture to be poppular in global level and make money and be strong cultural influence? It's ridiculous to think any creative works can be done by goverme😂nt planning. If this is possible, communist countries like Chinese and Russia would've done this long time ago.

Hallyu is not orchestrated by the Korean government. In fact, the government has been an obstacle at times. RU-vid has been much more influential.

unfortunately, people are continuously misinformed and aren't bothered to check the facts. Rather if this kwave project was government initiated, planned and monetarily supported, the world would currently be flooded with Chinese or Japanese Culture boom right now..

It's how they try to downplay it. Gangnam Style was not for international. It was never meant for international. After it got popular in China and Japan, Kpop artists started learning Chinese and Japanese for business. Just like how the artists are learning English now.

How ridiculous this video is! The culture cannot be designed by government policy. Bong Joon-ho was one of the directors who Korean government once suppressed as a blacklist. The power of Hallyu comes from a sharp critique of Korean society and the savagery of capitalism.

Back then people use to laugh at me and told me Hallyu(korean contents) kpop would not succeed in spreading outside of Asia. Someone was proven wrong in this argument, certainly wasn't me. One thing I've learned was never underestimate the power and the intelligence of one of the smartest people in the world. I had the utmost curiosity and the fascination everything about Asian culture, but it was first Japan culture while gradually drawn to Kpop world and the rest was history. By learning about Korea and Japan gave me huge hopes and ideas to further improve my mind, body and soul.

So wrong in many levels. You have dramatize and put on a condescending twist, just like how the Japanese has spread it, for reasons behind success of Korean entertainment.. Hallyu was NOT intentional, NOT orchestrated, especially at the beginning and even now, not more than it is in any other countries. Yes, now there is a government department dedicated to SUPPORTING, not orchestrating, the industry but it dwarfs in comparison to Japanese 1 billion dollar a year support to promote Japan Cool, or Chinese propaganda for it's own entertainment industry. Both of which failed. Korean government itself was surprised in 1980s when Korean drama was well received across Asia when trade of entertainment contexts became more prominent. Some of it top drama, like Pearl of the Palace received top viewership rating in ALL of Asian countries, and some middle eastern countries where copies were sent for free as good gesture trading initiative, even though it was not produced to be exported. This surprised the Korean government and Korean entertainment industry because no one thought at the time, contents so Korean could be so overwhelmingly well received in Asia or elsewhere. This is why during President Kim reign, the possibility of supporting the entertainment industry was raised using the Jurassic Park movie as turning point for the argument. K pop success followed suit. However, In case of K-pop's popularity around the world, the reaction was again a big surprise to Koreans. It started with popularity in Asia and then slowly spread to the rest of the world. BTS for instance received NO support or direction from the government. Perhaps appearing in K Con set up around the world by the government is what you mean by orchestrated, then that is a weak argument. BTS was not even the most popular as other K-pop groups in Korea when global fandom picked it up organically. meaning without Korean government's support, and made it explode into global arena. Most Koreans actually had a hard time believing BTS was so popular around the world and often the questions from domestic fandom was, do Americans really know BTS? Your explanation of the Hallyu is so misguided by the Japanese media's excuse used for explaining why they failed while Korea has succeeded- if you actually did any research of your own other than copying that made up by neighboring countries, you will know it is 100% untrue, Hallyu was NOT intentional and orchestrated. It was popular FIRST and mediocre support followed afterwards. Yes, now the K-pop/drama/cinema all aim for global export because now there is huge demand. But Hallyu is big around the world now, because of Korean people's creativity and the values it uphold that reflects on the art people produce. NOT because it was artificially created for that reason. Your video can not be more misleading.

@@밍맹-m2o 그냥 간단하게 생각해서, 정말로 정부기관이 도움을 줘서 지금의 한류의 성공이 가능한거였다면, 한국보다도 더 문화에 투자 많이하는 선진국들은 왜 한류처럼 세계적으로 성공을 거두지 못하겠어 정말로 정부가 돈 퍼주고, 광고 오지게 때린다고 가능한거였으면, 진작에 전세계는 중국문화 중류에 지배를 당하고 있었겠지. 그래서 이 영상처럼 한류의 성공이 정부의 지원때문이라는건 말이 안된다는거야. 한국정부가 한거라고 해봐야, 간섭안하고 자유롭게 창작이 가능한 환경을 만들어준게 다거든. 일본정부가 너한테 강제로 애니보라고 강요한다고 해서, 너가 일본문화에 빠지게되는게 아닌것처럼, 정부의 지원, 마케팅탓하는건 그냥 정신승리라는거지.

Ancient Chinese records describe Koreans as people who love to sing and dance. That said, I think videos like this greatly exaggerate the role of the Korean government. They only sought to capitalize once the fire caught on. Rather, what really helped was RU-vid and SNS, which democratized pop culture, which everyone is able to access from anywhere without media gatekeepers, and decide for themselves. With a true free market the best sells the most, and that’s what happened with K culture. It is simply due to outstanding quality, which the market recognized and chose. Rather than the government, it was the creativity, advanced technology, and natural penchant for entertainment of the Korean people finally shining through.

일본과 중국의 영향력이 대단하네요. 한류가 국가주도로 태어났다는 낭설을 일본 매체가 떠들고 다니더니 이십여년 지나니까 그냥 정설이 되고 아예 호주 방송국에서는 그걸 사실화 시켜 버리고...한국인으로서 한마디 하자면, 김대중 정부 당시 문화에 힘을 실고자 하는 정책은 폈지만 국가가 무엇을 만들고 계획하는 것이 아니라 문화 육성을 위해 지원프로그램을 짠 겁니다. 그리고 그게 무슨 대단한 투자도 아니고. 이게 국가 주도라고 인식해서 엄청난 투자가 있었겠거니 하지만 그렇지만도 않다는 거. 아니 그게 그렇게 엄청난 투자였다면 내가 기억하는 그 투자의 결과물이 있어야 하는 거 아니겠나요. 국가가 투자해서 만들어진 뭣도 없는데, 이게 정설처럼 되어 버린 이 현상을 어찌 해석해야 하나. 이상한 한류 전문가 한 사람 붙잡고 이상한 소리 듣지 말고, 한국에 와서 길거리에서 아무나 붙잡고 100명쯤에게 물어 보면 바로 알 것을....한국이나 호주나 어디든 기자정신이 없네요. 한국인 중에 누가 국가주도의 문화정책을 편 적이 있다고 기억하는지. 아마 백에 한 사람 있을까 말까 할 겁니다. 국가가 행한 일은 아니고 기업 단위에서 일어난 일이긴 한데, 과거 한류 확산을 위해 취했던 반 강제 비슷한 일이 있긴 했습니다. 바로 몇 년 전까지만해도 절대권력과 같았던 KBS, MBC, SBS 공중파 방송국에서 해외 한류콘서트. 대개 케이팝 가수들에게도 기회일 수 있지만 또 한 편으로는 상황이 안되도 억지로라도 참여해야 하는 그런 ... 하지만 이 방송사들이 국가는 아니니. 이게 2000대 초에 일본에서 한국의 문화육성 정책을 굉장히 교묘하게 비틀면서 중국이나 북한의 계획경제와 같이 부정적인 국가시스템의 주도였다는 식으로 퍼졌는데...이걸 이렇게 멀리 있는 호주에서도 그런 뉘앙스로 다루니 어이가 없네요. 비슷한 예를 하나 들면, 한국인 중에 중국의 '공자'를 한국인이라 생각하는 이는 (있긴 한데 만명에 한명 있을까 말까) 거의 없는데, 한국인들은 중국의 공자마저 빼앗으려고 한다는 낭설이 퍼트려지더니 아예 대만 방송국에서도 그렇고 아시아 국가 여러 나라의 방송국에서도 떠들더군요. 아니 한국 사람 열에 한명이라도 그런 생각을 갖고 있다면 얘기가 되지만 만에 한명도 안된다고요. 아니 조금 더 확실히 말하자면 전국민 중에 아마 공자의 출신이 한국이라고 생각하는 비율은 0.00000001%나 될까 말까 할겁니다. 아니 이런 주장이 있는지조차 모르는 사람이 99.9999%는 될 겁니다. 과거 유교문화가 숭상하던 인물인 '공자'. 과거 한국에서도 공자를 중요하게 가르치긴 했어도 공식적인 자리, 발언, 문서, 교육 어디서도 한국인 이었다는 주장은 평생 들어본 적 조차 없고, 한국인이라면 대부분 이게 논란이 될 줄은 꿈에도 몰랐을 겁니다. 정말 상상조차 하지 못했던 우스꽝 스러운 주장을 일본과 중국이 퍼트린다는 말입니다. 한류는 안그래도 부흥하고 있던 한국의 컨텐츠가 중국에서 대단한 반향을 일으키고 인가를 얻으면서 지들끼리 그냥 한류라고 부른 겁니다. 즉, 당시 잘나가던 드라마들이 일본, 대만, 중국, 인도네시아 등 아시아권에서 큰 인기를 끌게 되자 명명된 것이죠. 실제 한류가 국가가 전면에서 끌어가며 만들어진 것이라면, 실제로 한류라는 명칭 자체도 한국 정부가 지었어야 하는 거 아니겠습니까. 평범한 한국인들은 당시 뉴스를 보다가 한국의 드라마가 해외에서 인기를 얻게 되면서 한류라고 하는 구나....라고 인식하고 기억하는 이들이 99%입니다.

그들은 진실을 알고싶어하지 않습니다. 다만 자국은 불가능하지만 한국은 가능한 이 상황에 대한 분노의 표출이 필요하지요. 그렇기 때문에 믿고싶은것을 믿고싶은 현상이 생깁니다. 하지만 이것은 한류에겐 기회입니다. 그들이 잘못된 낭설을 믿어서 본질을 깨닫지 못한다면 발전이 없을것 이기 때문입니다.

As a Korean, I want to add a little more on political shifts around early 1990s in Korea. The expansion of democracy lifted the the restricitions on song, dance, fashion, writings and media imposed by the military dictactorships. I mean the freedom of expressions. That paved the way of the onset of the hallyu. I believe that the people of Korea achieved the democracy with bloods in decades of protests and movements. They are the ones who brought the Hallyu.

I just got into the Korean TV series recently and found that they have good production values and they present themselves in an appealing way. The culture is more traditional and conservative in some ways but also keeping up with the times as well. Sometimes it's hit and miss as they mix some outrageous fiction with relatable content. But I tend to find myself hooked on the characters the most, as the actors are very good and likeable.

I think this is a decent analysis of the Korean wave. Like others have mentioned in the comments, a lot of the Korean culture proliferation happened IN SPITE of government cultural suppression. Then, when it became beneficial, the government stepped in and decided to fund the continued success. This is just anecdotal, but back around 98, 99, girl groups like Baby Vox had their tv appearances cancelled mid-show because they were wearing mid-drifts on tv. Like so, a lot of the original korean popular music like k hip-hop was initally heavily suppressed by the gov (Drunken Tiger's Tiger JK was arrested on false marijuana charges and interrogated/tortured). Like you mentioned in the video, a lot of the popular Korean media deals around the hyper-capitalistic society and the wealth gap that South Korean society created. Why would any government want to export that as a piece of pride lol. It's because that those pieces of media created massive success due to their intrinsic value that the government suits decided to promote it as pieces of cultural pride. That's my two cents anyway.

Very stupid wishful thinking, it is not a myth anymore how bad it is after the 2030 World Expo bid result that has shown the non-popularity of Korean Kpop, Kdrama, "Gangnam Style"s' shake, shake, twist, twist, dance, and dance totally Westernized non -local boring cultures! Out of 165 votes Korea was 29 against its opponent Riyakh 119, despite the over 500 days to over 100 cities' desperate promotions with the all-out performance of all the popular Korean celebrities including one from the "Octopus Game". Who cares much about those now? Look as if only the Western countries are popping their allies up for wishful popularities. In recent years, there have been over 100 K Drama, and K Variety shows which have been completed and couldn't find any buyers. Korea's handphone, semiconductor, and car production are dying. The whole world is Laughing.

South Korea needs to earn foreign currency in a country with no natural resources. The Korean economy has grown by earning foreign currency. Countries other than Korea have also done this.

The fact is that South Korea is the first country in the world started using the internet in public. The internet was used by USA military before than. So the Korean entertainment videos were spreading like a wild fire from domestic to global. Simple!

I think there were 4 key events that took Korea from folk music (trot music) to kpop. 1. US military presence, US garrison yongsan is why Itaewon (yes that itaewon) became the hub of western music, western influence in Korea. Many of the first western style musicians and singers had their start performing for US military. 2. When park Chung Hee was in power, he banned liberal influences that included western music, tv shows that are too racy, even clothes that are too revealing. Like the police would literally measure random women’s skirts and men’s hair. Koreans were also not allowed to leave the country (like North Korea today) hence why much of the Korean immigration in the US is post 1970s for the most part. His successor, Chun doo hwan was even less popular and more people protested. The 1980s Korea was an era of tear gas, student riots, even massacre by the government in 1981. He figured distraction from politics will get the public to stop caring so much, the Korean baseball organization was established in 1982, seoul became the host for the olympics in 1988 and he unbanned western modern music. While park was assassinated (and his wife before, his daughter would become president 2012 and then jailed) Chun never faced justice for his crimes. 3. The 1997 financial crisis was a wake up call for Korean economy. The old park Chung Hee economic growth policies that worked miracles started to look obsolete. Prior to 1997, korea had very strong anti import tariffs, things like Ford cars or Hershey’s chocolate was a rare expensive treat, now they are ubiquitous in Korea. Also copyright laws had to be enforced. If you ever seen old Korean cartoons or videogames or toys... most of it were bootleg. It’s still not hard to find black market bootlegs especially clothes but it was the norm back then. The old Korean regime thought there was no way a poor country like theirs had a chance to develop local goods and technology if import flood the domestic market. But after 1997 with IMF loans, Korea had no choice but to accept these terms. A focus on export media started as a result. 4. While they might not be well known to non Koreans today, Clon (a kpop duo group) had unexpected wild success in Taiwan in the late 90s. Taiwan was seen by China as cool and modern so even China started to gain a fan base for Clon. Seeing huge crowds gathering for Clons visit to China, SM decide to try to promote their boy band h.o.t. (The first kpop boyband after seo taiji) to China and found similar success. This was the origins of Hallyu. “Hallyu”was coined in mandarin not a Korean word. Seo taiji debuted “nan Arayo” in 1992 to what’s considered the first kpop song. There were western music made in Korea like disco, rock, ballads.... before 1992 but kpop started with seo taiji. Seo taiji was a 3 member group one of which was Yang Goon from YG entertainment. Their debut song was even in Three Ninjas a Hollywood movie in 1993. And surprisingly seo taiji found decent success in japan before Hallyu but it was more of a one hit wonder.

영상 잘 봤습니다. 조금 덧붙이고 싶어서 댓글을 답니다. 대한민국은 1990년 전에는 민주주의를 부르던 젊은 청년들의 희생이 있었고 문화탄압이 심했습니다.하지만 김대중 정권 이후 해외문화의 도입과 함께 '서태지와 아이들'의 등장이 kpop과 trending에 많은 변화를 가져왔습니다. 김영삼, 김대중 정권부터 여론의 힘이 정부를 이기기 시작했습니다.어떤 사람들은 아니라고도 하겠지만 현재는 사실 전세계에서 가장 민주적인 나라라고 생각합니다. 그 이유는 국민 여론의 힘이 매우 강한 나라이기 때문입니다 정당은 표를 얻기 위해 여론이 잘못판단 하더라도 수용하고 국민들은 자신들의 결정에 책임을 집니다. 절대 정부의 힘으로 한류문화가 생긴것이 아닙니다. 한국은 문화적 기대치가 매우 높고 유행의 변화가 심한 나라입니다. 그리고 기업이 문화사업에 자본을 들여서 실패하는 사례가 많습니다. 그래서 영화나 음악을 잘 만들기 위해서는 스폰서가 불가피하고 또한 제작과정도 빈틈없어야 성공할까말까합니다. 이것은 다른 기업과의 경쟁에 있어서 시너지를 불러옵니다. K드라마가 가장 큰 예라고 할수있습니다. 정부의 역할은 참 미약합니다. 실제로 공식적인 문화장려 정책도 보기 힘듭니다.

기본적으로 동의. 한류는 민주화를 이룬 그 세대 국민이 가져다 준 선물임. 김대중 정부가 잘한 것은 대일본 대중 문화 개방이었는데, 이는 다름 아닌 문화수출의 시발점이었음. 단, 전세계에서 가장 민주적인 나라는 아님. 아직 선거의 민주화만 이뤘고, 서민들이 가장 많이 보는 공중파를 공영방송들이 지배하고 있으며, 세계 최악의 대통령 단임제 헌법을 가진 나라임. 개인적으로 모든 선진국(미국제외)이 가진 현존하는 최고의 민주주의 제도인 의원내각제로 가야 한다고 봄. 의원 내각제는 정부와 의회가 한꺼번에 물갈이 되므로 국민의사가 더 잘 반영되는 제도임. 이것이 이 제도의 민주주의적 핵심임.

이명박 박근혜 윤석렬 정부에서 과거 미국의 메카시즘처럼 문화인을 블랙리스트로 분류하여 관리했던적이 있습니다 지금 윤석렬정부도 마찬가지고요. 하지만 김대중정부에선 그런게 없었죠 표현의 자유가 맘껏 주어졌을때 훌륭한 작품이 나옵니다^^

많은 해외 사람들이 오해하고 있는 부분이 있습니다. 정부는 지금까지 사실 지원하는 단체가 아니라 그들을 억압하고 견제하는 단체였습니다. 하지만 요즘은 한국 문화가 많이 알려져 본격적으로 지원하는 움직임이 보입니다. 해외에서도 유명한 BTS는 이미 구축되어 있는 큰 기업 회사가 아닌 빅히트라는 작은 기업에 소속되어 활동했습니다. 그들은 한국에서 꽤 유명해졌지만 본격적으로 유튜브를 통해 해외에 유명해졌고 정부는 굳이 이미 규모가 큰 기업에 투자하지 않고 작은 기업에 투자할 이유가 없으며, 정부의 적극적 지원을 받았다면 한창 인기있는 시기를 살고있었던 BTS가 군대를 갔을리 없습니다. 군대를 갔다가 온 한국 일반 남성들조차 BTS가 군대를 가면 안된다는 여론이였습니다. 오징어게임은 한국 사회를 노골적으로 비판하는 내용으로 영화 기생충 또한 포함됩니다. 한국 정부의 입장에선 이를 글로벌 시장에 한국 문화를 알리기 위해 한국을 비판하고 단점을 소개하는 영상 매체를 지원하기에는 다소 무리가 있습니다.

Russian war or any war does not help if this war stopped hopefully soon recourses to rebuild any building on earth puts pressure on the environment,the parts of the world that have everything put the most pressure on recourses the less we want the better it is for the globe for example if your car is good reliable don’t by a new one luxurious items we don’t need a 100 hand bags men don’t need 4 new cars and a wardrobe full of 100 shoes poor countries don’t put pressure on the environment rich certainly do.
