Palmer fought Insurgents as a Spartan 4 at least. Also, the female admiral who ordered them to kill Halsey was a Spartan-2 whose augmentations didn't work right. She was in charge of kilo-five and then became in charge of ONI.
And also here is a quote from the Fall of Reach book when Halsey learns about the risks in augmentation. Dr. Halsey sighed. “I have doubts, Déjà. @@Ambulatory_Viscount Sorry, guess I haven't played Halo CE recent enough and more recent Halo games changed my memories, but I know that at least in Infinite that is true. I just checked every MCC game with enemy elites and apparently I have only played one game with elites turning their shields off. I could have sworn that they did it in other games.
apparently the Elites of Halo 4 and spartan-ops are categorized by the UNSC xenobiologist as a subspecies of the primary sanghelli we've seen in CE,2,3,odst,Reach. Similar to how the Skirmishers are a cousin species to the Jackals. While in actuality it's more like a Wolf staring down a German Shepherd. Their equipment was taken from cold storage as being "outdated" (think looking at a WW2 soldier standing next to a Modern one). As for their laughable performance, a lot of Jul's combat capable veteran forces died fighting Chief in Halo 4, these in the cutscenes are essentially the inexperienced reserves and civilian militia, and are only a threat in large numbers. And if you've seen any of the stories from the likes of Vietnam, Afganistan, and currently Ukraine; it's a viable danger that ONI kicked.

As for the explosive vest that Glassman wore, it appears to be a callback to when Jul 'Mdama himself was forced to wear one, whilst in ONI custody, in the novel The Thursday War. That said, still FAR too big a yield.
I really liked Spartan Ops initially - it was new content, decent CGI cutscenes, etc. The missions start off repetitive, but steadily improve, including the Anvil levels, the 'breakout' one and more, and the 'power struggle' level near the end. It was GREAT to see Halsey do so much - really stole the show, and to see Osman too (albeit the Halsey basher supreme, though not without some reason) but even at the time, there was reservations: the sloppy tactics, motion capture fights being a bit limited, sometimes good, sometimes more basic writing. Halsey is largely bluffing about 'revenge' at the end, but later in the Escalation comics, she seems to let her eagerness to get to the Absolute Record get the better of her. She DOES ream out Palmer about how she couldn't do EVERYTHING she did for ONI without oversight and handwaving along the way. Doesn't make her wholly innocent, but doesn't make her centrally culpable. Palmer meanwhile claims the armour was 'soiled' because of her. And Palmer always seems to have issues with scientists, usually somewhat humourously, other times, a bit pettily. Elites improve somewhat, in Halo 5 - though only slightly, in art style. And way better, in Infinite.
Roland was made from a scan of a human brain. He's technically a Machine Spirit. For 40k reference. Not an Abominable Intelligence. But yeah a machine spirit in the position of the ships Executive Officer did give those Spartan 4s a direct order.
Dr. Halsey is the closes thing to a mother the Spartan 2s have. If you pay attention during the prologe to halo 4. Dr Halsey's said .. "Your mistake is seeing Spartans as military hardware. My Spartans are humanity's next step, our destiny as a species. Do not underestimate them. But most of all, do not underestimate... him." She is attached to them. Especially John-117 as if they are her own children. As to her out running an elite shes 68 years old. But she also spent a decent amout of time in cryo. Which practically stops the aging process.
Admiral Osman who Captain Lasky talked to is a Former Spartan 2 "SPARTAN-019" but washed out because her body rejected most of the Augmentations. She hate's Dr Haley with a passion hence the Kill Order.

Boss I don't think anyone has ever told you the full context of why hallsey is a bad person. To put it simply she was so fanatical to the UNSC that she saw colonys rebelling against poor treatment and wanting independence as an extinction level event and her solution was to kidnap children and experiment on them in an effort to create super soldiers dedicated to the Slaughter and subjugation of those who didn't want to be part of an unfair government, yes there where terrorists but they where a direct result of the UNSC treating rebellions to nuclear extermination, she also made clones of the Spartans as children, clones that where alive and somewhat sapient but underdeveloped and would live short wasting painful lives dieing slowly infront of thier families who where told thier genetics where to blame, that was the good doctors idea of kindness ,she is undoubtedly a monster one whose actions have benefited mankind but a monster nonetheless.

Madsen is probably my favorite after Thorne, demarco next, and the other two last because they really aren’t given personality beyond “Scottish girl,” and “black Heavy.” Of course, they are both still above Palmer, because fuck Palmer.
