Yes, the MCC/CEA version is based on the Gearbox port which had a lot of broken effects and a low resolution HUD. MCC replaced the HUD with an entirely new design since the Gearbox HUD was low res. The Gearbox HUD was awful and the MCC/CEA HUD was too dark and had visibility issues at times, especially with the motion tracker. As for the Refined mod. It is nearly perfect. The devs said that it can never be completely 100% Xbox accurate due to some effects not being able to be replicated fully, but it's damn near close enough. The HUD is an HD version of the Xbox HUD, which is perfect. All of the graphical effects for shields, shield doors, textures and normal maps, and particle effects are recreated nicely. The map changes in multiplayer are reversions of the changes that Gearbox made to the maps. That little bump in the middle of the canyon on Blood Gulch, the one-way teleports on Sidewinder, those are all things that were in the Xbox version. Refined mod makes the PC version essentially as Xbox accurate as possible. Giving us the best, and in my opinion most definitive way to play Halo CE.

It's not just an issue for PC, due to the fact that cea as based on the gearbox software port, the Xbox 360 and Xbox One versions are broken as well
