Yes they are in debt, already since 2001 (13 bil). Its really nothing new. Yes, the debt went up higher in 2020, but ever since june 2020 (22 bil) it went steadily down every year untill now indeed 15). Thats almost 7 billion a year mate, 2 more years and they're even again. That will have nothing to do with renewing or cancelling this show. If it did, they wouldn't even have started with it and the according budget.

Also, i think paramount service increased this season due to Halo, so i think the show will not be canceled at all. It was too good for that happened, and ratings increased, too.

Season 3 will be insane they skipped so much but honestly Onyx in Canon was a planet made of majority Sentinels so I'm sure there's alot Sentinels rolling out now

And as for the OP, yes I'm one of those who didn't like the first season but I have to say that at least the second one feels like Halo at times, Yes, the battle of Reach had a lot of nonsense, this idea of ​​"the blessed ones" is a very strange thing, And the Spartans, especially MC, simply spend more time without the Armor than with it, But at least I must admit that this one has a lot of scenes that feel like part of Halo unlike the first one which felt like a generic futuristic series with a Halo skin on top of it.
