It's nice the devs thought of it as an option of not meeting Halsin before now but some of that conversation with him had information that did make it sound like you were suppose to meet him earlier.

I find it crazy how different the my playthrough feels from yours just off the class and race differences. I'm a Wood Elf druid and its really interesting to see how different the interactions can get and feel with. I can see why the game has so much replayability.
