I have no idea what your response means. The bible no where says that the Spirit said "All rise" yet the song says that he did. Thus, I haven't found where this is any more than someone "speaking for God" and making up a story and having God (Spirit) say what THEY want him to. So again, where in scripture does the Spirit say "All Rise". (John wrote down what the Spirit and angel said and showed him. That's ALL we have to go on)
This is a piece of musical literature based on the composer's idea of the Second Coming, which is inspired by John's account in Revelation. This is no way is meant to portray exact, scriptural references. You are right that the Bible does not include this exact wording, but neither the song nor the composer make such claims. It's just a choral piece.
