NOPE. He's not a chad. His jaw is too narrow and rounded. His nose is too big and slightly crooked. His hairline is receding. He has low cheekbones (which causes the bags under his eyes). Upper eyelid exposure. His smile is too gummy (bad tooth-to-gum ratio). His eyes are also too big and rounded (should be more vertically narrow).
