I'm not sure since this was so long ago but I think it was explained to the clan what actually happened i.e. it was not Kazuma who killed them and I think it was told to Misao again repeatedly that it wasn't Kazuma who killed her brother. Not really sure since I didn't rewatch it so I'm just putting it out there that there was a possibility that Misao knew what actually happened and just wanted to blame someone for her brother's death

3/4 of all anime would be solved in the 3rd episodes if they just explained their situations instead of looking down and to the right, gritting their teeth, and growling. Keeping secrets that shouldn't even be secrets is the true power of most anime protagonists.

sadly, as Honey Drop said, the creator of Kaze no Stigma died before he could even begin the next part of the story arc. This left a very big cliffhanger as a result and no script to follow up on how he originally wanted the series to end.
