That training is common for all experienced and well trained riders. It takes physical strength and good balance to coordinate your hands , seat and legs, then the horse and rider practice. The 'seat" is the ability for the rider to remain in the saddle without any gripping of the legs or hands, it takes core strength and education.

That is very doubtful from a liability aspect that would be tremendously dangerous for the horse, rider and guests. I teach Medical law and Ethics, it deals with liability, as an experienced rider and horse owner I will comment that that certainly would cause numerous lawsuits , not the least from the Humane Society. The horse will suffer from damage to its internal foot structures causing the disease laminitis, that in turn causes permanent crippling. One dash into the crowd and the horse will probably kill spectators ,especially children. Disney executives are a lot smarter than that.
