the best land reform was done by MacArthur in Japan. it was not confiscatory. the landlords were paid in government bonds and shares in corporations while the rural banking credit provided loans to farmers. the security of money for the former landowners allowed the development of small and medium industries and participation in huge corporations. economies of scale and mechanization were encouraged. the Philippines can't even cast or design an engine for agricultural use. it can't even build and design large cold storage facilities, basic technologies from the 1960s. AI will decimate all white collar jobs soon. and hungry people tend to riot a lot. the worst thing a government can do is a confiscatory regime like Zimbabwe. the minister of agrarian reform seems to be more interested in finding out or digging up past transactions than consolidating blocks of farms and making farmers shareholders and mechanizing them and providing food processing and storage. where are your packaging plants? where are your container trucks that will transport bulk into cities? do you have roads? time to wind down your agrarian reform ministry and shut it down this year and let your agriculture minister and infrastructure ministry and finance minister talk together to implement 1960s technology at the least to mechanize your agriculture.
