You can't itch your eyes, only scratch or rub. The itch is what you are trying to stop. Words have specific meaning.

Rubbing and scratching still causes irritation which makes it no better

I got it as soon as I started eating paprika chips last years. Seems I'm allergic to the paprika and cayenne powder, but there are many other foods that can cause dermatitis. I have a suspision I get it from tomato, coffee and nutmeg too.
