There is, esp. long-term but I think it's also present in this situation. The three major axes of power in the game are subterfuge (stealing tungsten from the military base as an example), soft power (we're housing a few thousand homeless people for as-yet-unrevealed future benefits, and also to get their tents out of our way in the short-term), and hard power (direct combat). Even on the combat side, we're fighting some humans and not fighting others. Wipe 'em out is one long-term goal you can try to have, but only one of many. There's no getting around, for example, fighting the cruiser and guards to get access to the water purification technology, but that doesn't mean fighting everyone and it's partly due to that being a specific teaching situation of 'armor piercing is important against certain enemies'.
