Prof Manyora is quite right on this point. I have been supervising elections in the USA since 2010. This has been my appreciation of my new country and my volunteer work. No one steals elections in the USA and in Kenya at the polling station. The polling or the voting is done very well without any interference in both countries. The manipulation happens after the voting and the talling past the polling station. The supervisor and all other poll workers in the USA cannot imagine to even tamper with one vote, just one. They cannot, they do not count the votes at the polling station though, but transport the ballots to one central location for counting. The candidates have zero role in the voting process and counting, they are not supposed to be near nor interfere or have a hint of interference. Kenya has winner take it all and the culture of cheating.....that must end. Candidates must be away from the polling process but have representation at the top organization. All polling staff must be non-partisans, how do you achieve this - Kenyans must change their culture of cheating. It is entrenched. Or increase the punishment, if you are found you will be jailed for 20 plus years or for life. This should be considered on of the worst crimes committed in the country - cheating the people of Kenya.
Well said. It is sad! I also have been part of the elections in the US and I think it starts at the lowest level with the education system where honesty is emphasized. We have a culture of theft and dishonesty.
The proposal to empower the IEBC chair to determine the president should be addressed by announcing the presidential winner at the ward, constituency, and county levels. This decentralization of the election system would shift focus to the county level, empowering the majority to safeguard their votes, rather than relying solely on transmission to Bomas for tallying. Prof,I beg to differ. Unless our electoral system is interfered by external forces,where presidency is imposed on us we'll not have contestation. Why can we be getting our winners are dictated on us when figures are pointing the contrary figures at polling? station?
I was part of the electoral system in 2017, I agree 💯 with Prof. There's nothing like Bomas. Result at the polling station are final, this idea of rigging and servers is pure politics. Regardless of who leads IEBC, I believe if we respect the polling station results, every election will be free and fair
Prof. is correct and spot on. I have held similar views for long. Decentralize the electoral system and politicians will have very little in controlling it.

1. I agree with professor, the "Server" is neither here nor there. All we need is a calculator to tally the votes. The server is just a convergence. The numbers should not change we should just be confirming. Bomas is just a formality and creates an avenue for " sabotage". 2. On the other hand, I disagree with prof; the issue of the 2nd in command assuming office by default when number 1 fails should be a NO NO! Given Kenya's history the #2 is bound to sabotage #1 so that he/ she slides in. Bi elections is a good thing. It creates justice and gives the ruling party a trajectory of what the pulse on the ground is.

At the presiding level we should ensure there is no voter suppression; spoilt votes, polling stations opening late, counterfeit ballot papers, sections of ballot papers missing, voters turned away etc. If in the event there is a dispute, if they recount it is the same same number of votes they got the first time. It is then settled. If this is done the loser has no reason not to concede. It is won fair and square. Until then,the struggle will continue.
With this toxic debate. Q? Up to date do we know how many votes did each presidential candidates got at 1, polling station. 2. Ward level results 3. Constituency level 4. County Level and then final tally at Bomas talking centre. Prof. Manyora is right. Trouble with our media, like the guys conversing with him, is that they like, theorizing instead if following is logic of actual tallying per polling station and then build the pyramid, that in case if a dispute the Supreme Court can easily verify in Kenya being only total of 47 Counties or 290Cinstituencies. It's good to see Manyora after so long, Karibu Prof. If Brazil, India, and many other countries with billions of citizens voting can do electronic & foolproof elections, what is so difficult in Kenyans to adopt this system? The rigging of elections is done by design and deliberate period.
The problem is in the tabulation which many at times involves manipulation, distortion and confusion to determine the winner. Election must be verifiable ... I think before they are declared the servers should be used to validate the results.

The 2002 elections became acceptable NOT because of any overwhelmingness of anything. It's simply because the losers were gentlemen-Uhuru and KANU membership. The problem of all the rest has never been the election outcomes but the entrenched entitlement of the losers-RAO and ODM membership.

@@kelvingachina When the main candidates come from the same ethnic group elections are empirically controlled for ethnicity and therefore competition between the candidates is attributed to other factors other than ethnicity . In the continent of Africa presidents are typically elected based on ethnicity hence the problems in Nigeria, Ghana, Kenya, Ethiopia, Uganda and others .
We as Kenyans need to admit that we have an identity problem. We don’t accept ourselves for who we actually know we are and settle for an aspiration or to put it bluntly an obsession with America. We can not sit down and imagine what makes America work and then ignore what/or who the American citizenry is, and just try to copy/paste it to our country ignoring who we are. Kenyans as a whole need to understand themselves and make a system that works for them without emulating any western culture or country. Let’s be honest, Kenyans we are unique and our psyche should be integrated into the system. Period. We all know what ails us but are ignorant to it and put all our imaginations and expectations on a flawed system, it’s like farting in church and hoping and wishing that it doesn’t stink; knowing too well how bad our farts smell and what we had on our last meal.
For the first time I fully agree with Prof Manyora! He seems to have woken up to the fact that he is an intellectual and is speaking like one. Voting ends at the polling station, period! Voting is manual and counting is manual! Bomas is just a formality, servers are just a storage mechanism that does not affect the vote results.
Digitalize election to simplify the process and avoid wastage of money. Digitalization will significantly increase participation in the electoral process.
It's just as easy as this, if server can't be opened for verification once election is complete, then send media personnels in each and every polling stations and let them go live and announce final results there however time it will take. By the way how long can it take to announce 290 constituencies results?

Manyora is kinda right,I have lived in diaspora for some time but I have never had of a by -election, Point 2. That women rep position is irrelevant it needs to be scapped ASAP
The voting is the only thing that's decentralized. The policies, planning, resource allocation, declaring of the results is all still centralized at the IEBC headquarters in Nairobi. Since we have a partially decentralized governance system, it makes sense to partially decentralize the electoral system. This is where debate must focus. What remains at the center and what goes to the counties and further down to the wards????
Let the corrupt guys go to jail. Its us Kenyans who are problematic. Let the presidential winner be announced at the pling station. The votes for each candididate be announced from the poling station. Nothing to be transmitted. Just count.

Let us have a structure where presidential candidates have ward agents, constuency agents and county agents. We have coordinators at both the levels. These people should all be paid IEBC. They are the ones to declare elections at County level and reported by the media.

You are all saying the same thing but if election are declared in the polling stations that would be paramount and every agent agrees with the result and communicates with candidates.
