Ice nine kills is my favorite band. Their name comes from a novel called kats kradle. Ice nine is a substance that can freeze the entire world. The lead singer, spencer charnas, is a huge fan of literature and horror movies. They started writing songs based on books in their last album every trick in the book, and fans loved it so they decided to base their latest album, the silver scream, on horror movies. The chugging/buildup you like is the guitarist doing what’s called “palm muting” he’s got his palm on the strings while strumming not letting the strings ring.

That guitar picking part you was asking about towards the end of the song (8:42) is actually one of the most simple things to emulate on a guitar. It’s nothing but a “palm mute” while picking a single string. It’s something we use in rock/ metal writing to kind of have that intermission mid song while trying to not have dead air.
