Those tier 3 teams give it their all when they play in this competition. As do CPL teams when they face MLS teams. Secondly, this is a chance for CPL teams to rotate their squads and rest some players. No one is breaking any legs out there to score a few more pointless goals. As for your suggestions, both the league and the fans disagree. We can, and will rely on local talent. Progress is being made incrementally with the knowledge gathered by watching failed leagues of the past that expanded too fast thanks to eccentric owners.

You realize the system is very small here and not fully developed, so its still fairplay to allow the top pro-am teams to compete with the fully pro ones in a Canadian Cup competition... FA Cup in England is composed of over 700 teams (mostly lower tier) in order to allow a open competition but the PL teams never face any of the preliminary teams because there are so many tiers and its a highly developed system from the top PL all the way to the 10th tier. Canada simply does not have enough resources to have enough competitive teams like other highly developed football nations do so its important to develop it in a way that suits the realistic potential of it.. and it ALL starts with development within a nation.. Canada must first and foremost continue to develop players which raises the standards overall, investments and international players will come in due time.
