the UN does not do the job it is supposed to do anymore, and is very unfair in the aid packages, for example, Armenia has very little help from the UN in responding to the urgent needs of those who fled the Karabakh region (350 000 )and their hosts after the attacks from Azerbaijan militias which was a planned Genocide against Christians. I do not understand why 350 000 Armenians have no value for the UN and Palestinians are kept for years and years as refugees, my grandfather escaped from Lebanon to Spain and he did hold the status of refugee for not even a year, and my father or me we were never refugees. Any agency working in Gaza must make sure none of its employees are against the existence of the state of Israel. Anything short of that is not acceptable.
That's kind of impossible when the agency hires mostly from the local population as most of them don't agree Israel should exist. Having smaller groups that are easier to hold accountable is what's needed, ending UNRWA will cause a crisis with no alternative due to its size and the fact its also gazas biggest employer. Palestine isn't a state because it wants to take over Israel before it becomes one, but just because that is its people's desire doesn't mean a separate state couldn't theoretically exist. They could be bitter and resentful all they like; if they understand war is bad for them, there could still be peace. However, it would almost guaranteed inevitably lead to war against a stronger Palestine, which makes it understandable why Israel doesn't want that to happen. I also stated other agencies could take over but not instantly on that scale. UNRWA isn't irreplaceable, but just getting rid of them before viable alternatives are ready to take over would be a disaster for both Gazans and Israelis.

UNRWA cannot be replaced by any other UN agency. Hamas will not allow it in Gaza. And the Palestinians elsewhere will not accept any other UN agency to operate. The UN is responsible for the sorry state of affairs for a very long time.
