The history of the Community Emergency Response Team (CERT) Training created by the Los Angeles City Fire Department (LAFD) as told from those who created it back in 1986.
This program was created to train community members to be prepared for a catastrophic disaster such as an severe earthquake. LAFD knew that during a regional disaster, they would not have the resources to help everyone. By providing basic training in disaster survival and rescue skills, they would dramatically improve the ability for community members to survive and to safely help others until professional responders could arrive.

Team Rubicon, with over 140,000 members in America (mostly veterans), does similar work that compliments CERT.

Community Emergency Response Team is primarily neighbors helping neighbors until the professional first responders can arrive. Team Rubicon is a military vet led organization that sends teams to parts of the country or around the world to help during a disaster. Similar but different. CERT focuses on at home. I can see where CERT volunteers would want to join Team Rubicon.
