The rating in this game is unbalanced

It mostly works, but not always. I think it depends on the proximity of the civilians.

I already gave you a strat with the sniper, that I think is more consistent than the current one. But it's the policeman near the elevator on the 2nd floor that I can't understand. I don't know why some players don't have him there and some do, because if you are really fast, he gives you a CE.
