Ballasted CH up to 12mtrs abt and stopped. Air pressure with water coming out from port side bilge sounding pipe. Ideas?

could be to various reasons, But I feel the ship might have had list to port side or during rolling it os common phenomenon we get to see ballast water out from air pipes and sounding pipes. Please do subscribe to my channel for updates. Thank you...
