オネエ(onee) in original meaning is shortened form of oneesan, as in "big sister." It has taken the nuance of "biologically male who speak in feminine language," including those who intentionally pick feminine speak to soften their masculine image, or simply transgender (=biologically male but psychologically female). Here, Kanatan is using the term in more generalized (or stereotyped?) meaning of onee, which is simply transgender.
