My guess someone wasn't thinking of fulcrum when they made the arm so long. Had the attachment been made shorter like a foot long, it would take less counter weight if any counter weight.
See if u can find a smaller light weight forklift counter weight or use a bench press bar cut it in half weld it to the front and get some 100 pound weights and slide them on to the half of bench bar
So u hitch up ur tow dolly with wheels and then hitch up ur trailer therfor all ur tounge weight is on the dolly wheels and basically nothing on ur mower essentially ur just using it to pull the weight instead of pulling and carrying the weight
