If Museveni stepped a side in 1996! He would be uganda's greatest ever. He would be the nations grand father. Right now he is the top man for every institution and industry. I think the decentralised system was way better. Today all Leaders are in positions with absolutely no authority. From chief judge to LC1. Even Balam seems to hold more power than some institutions.
