Hoover PowerMax Supreme Cleaning Performance 

Admittedly, I do need to tear this down and service it (although haven't gotten to it yet because of how time intensive these are to disassemble), but what could be the source of the noise, is a whole lot of plastic rattling.

Different vacuum, the hose suction on this is beyond pathetic, even my Elite style Hoovers have better suction than this does.

Maybe why the suction is bad on it might be the tear in the hose or the door not going down.

I wonder why the powermax had a short production. They weir only made from 1992-1994.
