You might want to gut your scouts based on their ratings. Need good efficiency to get through guys as quickly as possible and I typically try to specialize the scouts. A scout that's great at pitchers, one that's great at positional players, and one that's both.

Make sure you have good scouts so you'll have full scouting reports for the targets you want in the draft
