Mirrors are a good idea to with painting the wall. Probably the best option so the chandelier makes the statement

I would do like you said put the mirrors in the stairwell and put the picture in the office with the sconces

I would paint that wall on the landing put the picture eye level and a picture light above it or sconces to each side
