Hi I would say Toulouse is safe in general, still anything can happen anywhere. Just be little careful as everywhere. But my experience was very smooth for the few months that I spent there. A budget hotel can cost you around 30-40€. And for food it depends where are you eating. Grocery shopping is always cheaper option if you can cook or survive on cheese + baguettes + fruit juice etc.

Business schools are private and have course related to business only. Universities are public and you can choose from a variety of courses.
