As someone who has worked on elections (although not in Texas) it is most likely handled the same way as UOC (military / overseas) ballots. They can receive the ballot by email and return it physically. If they do there can be two envelopes, a “shipping” or outer envelope and an inner privacy envelope. Once the outer envelope is received and marked as such the ballot in the inner envelope is added to the existing absentee/ early voting ballots and is now anonymous. Obviously the astronaut can not physically return the ballot... unless someone on the ground duplicates it. UOC ballots can also be returned electronically but then have to be duplicated (or “cured”) on the ground so they can be scanned.
