You're allowed to bend/break as many laws as you want, & make as much money as you want within the China as long as you grease the right wheels. But once you go this route (the only route to get rich in China), the Gov't unofficially views you as an asset, & that they have complete control over your newfound wealth. They do everything they can to keep your money within China, unless it's being used abroad to further their own agenda. China has a secret longterm program to takeover Canada through real estate. by superinflating real estate value in key strategic locations, they drive out everyone else in the area. Since only Chinese millionaires are now populating said area, it becomes much easier to get elected officials into office that are sympathetic to the Communist party. They're spending ridiculous amounts because essentially The Party is allowing them to transfer the money out of China for very specific real estate due to this unspoken agreement. I can't explain it as well as he could, but I hope this helps you to understand why it's happening.
