Shimon never was blessed, not by Yaakov and not by Moshe. To be honest how can a brakhah come upon one who was not blessed. Maybe Yaakov was not whole with his one wayward son? Even after 40 years, Shimon lead the tribes after Baal in Arvot Moav, and Moshe did not bless him? So after Yaakov cursed the Wrath of Shimon and Levi, Levi repented, but let us be honest. Do we see evidence that Shimon changed his way?
