Security groups are stateful so there's no need to add outbound rules to allow ICMP traffic

NACL are evaluated before SG and for the SG inbound are enough as they are stateful.

not easy to follow this video ... you have to use diagram and keep configuring connections in an order of network data flow .... i fell asleep in between ...

I have a question. Let say I have two DX connections, one is to my DC rack and another one to my partner rack. May partner rack will advertise their subnet range to my DX. After I receive these subnets can I pass/advertise these subnets to my DC through DX connection?

No. You can't use AWS as transit network to connect your DC with your partner DC, I suppose.
