By what measure is Bangladesh a 'neighbour' of Australia. Sure, it is kinds close, but we have basically no extra Foreign relations with them besides what we would do with a similar country of its size. Neighbour refers to the countries directly near a country, and for Australia that is Indonesia, PNG, Timor Leste, New Zealand and some of the Western Pacific.

I'm pretty sure when they say neighbour it's because they didn't want to say "a country that is not terribly far away". Neighbour cuts it down quite a lot.
