For GTA VC, you could've picked the hidden package behind the apartment. It'll give you $100. Then you could've stole a taxi because you'll get a few dollars

I can't remember which one but either in London 69 or London 61 there is a mission where you can see lots of naked NPCs. You can touch booty in one of the two dlcs.

For VCS, theoretically stealing an ambulance (since you respawn at a hospital) and doing the 1st level of Paramedic? Could be faster, pretty sure it gives you enough money.

Well, for GTA Vice City, you can instead search for 1 criminal who is being chased by police, and beat him 3 times. This method is a bit faster and you will have $150 in no time. It is easy to find them near Washington Beach hospital.
