Knowing Sweet, he decided to leave the hood after many GSF OG's join CJ and end became Millionaires. Afterward, the Ballas took over their Neighborhood without firing a Single Shot

What basically happened is Sweet probably died or retired (mostly got killed) leaving leadership to CJ and CJ 100% left it since he isn't into gang life if you listen to the dialogue in the game he 100% became a CEO

CJ decided to disappear and leave Grove Street as well as many others that were part of the gang. Due to recent evidence of an HD Universe San Andreas occuring in GTA 5 I actually agree with your reasoning. CJ had a lot of other responsibilities in San Fierro and Las Venturas, and potentially Madd Dogg's manager. So I'd imagine CJ was a partime gangster and the Ballas likely took advantage and potentially killed the HD Universe Sweet and weakened Grove Street severally.

They should have made an online thing. Where you can align with one of the gangs and rise up in ranks to where you can have npc’s on the streets an they won’t shoot at you but if some one comes through aligned with a rival gang they’ll start bustin. And maybe just like SA you can get the npc to follow you.

Although they are in different universes, the real thing is that whatever happens in future GTA games reflects what happened in the following years of that past GTA game. Also I think Sweet never had poor leadership. He was actually good at it. Another thing is that I see rockstar are slowly changing things and don’t like the idea of a universe barrier anymore. I feel it is one of the main reasons they launched the trilogy in definitive edition to have the definitive edition in the HD universe ever though the original isn’t. However, Grove Street Gamers did a terrible job with those games which is why Rockstar delayed GTA 4 (also that it was already placed in HD universe). Hopefully if Rockstar manages to revamp the GTA 4 online and make it a good remaster, some players may want to leave GTA 5 for the new journey of GTA 4

My theory is that the ballas didn't fight the families to claim grove street but rather the grove street members and sweet followed the same path as CJ. Sweet became a rapper and the Grove Street members became security guards or just found other jobs
