Don't take my word for it, but I presume that eventually, they will. Unless he's already done it prior to passing it on and it's still registered under his name. Which in turn I don't image that would be Ideal for the new owner of said account, or perhaps he has a method that makes it work. I wonder if any of this can be bypassed with VPN.
