True, but in a canon where the scp foundation didn’t take over the uiu was the main player due to the usa and anomalies.

SCP is important. GOC is good because they were the ones that can trully fight with them.

The way I see it, The SCP Foundation and The GOC both have the same overall goal - protect humanity from the shadows, but both have a very different way of achieving it. The SCP foundation seeks to Secure, Contain, and Protect - they will study the anomoly to see what is the best way of keeping it from harming or interfering with normal society. Sometimes it means ongoing containment, sometimes it means trying to eliminate it for good. They are also largely a private organization independent from every other organization. The GOC’s moto is Survival, Concealment, Protection, Destruction, and Education - they too will study anomolies but with the end goal of destroying it for good. They were created by the UN in response to The SCP Foundation (the UN basically didn’t like how The Foundation remained independent from them so they decided to make their own).. By default, the two are each other’s main rivals in the setting - though there are cases where the two will cooperate together if an anomaly absolutely needs to be eliminated. That being said, the GOC are critiqued by The Foundation for good reason. I don’t remember which anomoly/SCP it was specifically but there was once this semi-sentient or sentient wooden statue thing (or it was some other form of furniture, can’t remember) which had anomolous properties but was otherwise passive and friendly. Upon being mangled when the GOC attempted to destroy it, it has since then become enraged and extremely hostile and dangerous towards people. The argument is that if this anomaly were originally under The Foundation then this wouldn’t have happened On the flip side there’s good reasons as to why the GOC aren’t fond of The Foundation either - as mentioned before the GOC was created in response to The Foundstion refusing to be under UN jurisdiction. The fact that The Foundation doesn’t answer to another governmental body means that it’s also involved in some dodgy stuff too - additionally some members of the 05 council have been known to make some questionable choices for their own self gains.

I think there's no true hero in SCP Universe. Serpent's hand are moral, but not objective to danger anomalies. GOC are smart to destroy hostiles, but they also destroy useful anomalies. SCP Foundation are doing most grey thing, contains good anomalies, but also keep the danger ones. The most good way, is contain good anomalies, and destroy danger ones.
