The best kicker is in the hall of fame, the best punter is in the hall of fame. If you’re the best at your position EVER you have to make it in. Simple as that
Hester was the Deion Sanders of special teams in regards to teams not wanting to kick to him cuz they knew how dangerous he was, how a big return could change the feel of the game as a result of major return yardage or taking it to the house!

Watching Hester return a kickoff opening drive in the Super Bowl was a massive highlight as a Chicagoan. Ended up losing but I think about that return more often than not.

The number of concussions on kickoffs dropped by 40 percent during the 2011 season, and the return rate fell from 80 to nearly 50 percent. In 2023 Players are now able to fair catch on kickoffs, with the resulting possession beginning at the team's own 25-yard line -- equivalent to a touchback. That means even if a kicker boots the ball short of the end zone, the returner can signal for a fair catch and still get the benefit of a touchback.
Well one reason I think he’s not in is cause there’s actually a few Special team players that deserve to get in but they still waiting too. Special Teams today also isn’t what it used to be.
PR and KR receivers rarely get into the HOF. If that's the case Mel Gray, Billie White Shoes Johnson, Mitchell who played for the Redskins and countless great returns s or not in. People like Gale Sayers, Ollie Matson, they ran the ball and had receptions as receivers.

Comes down to this he was only good for like 2 or 3 seasons then he got dumped out 2 or 3 seasons being good especially without a ring ain't gonna get u in the hall of Fame y'all on here acting like he had some long consistent career but he didn't he fell off quick after 2 seasons
