The author of the song is begging the horses to slow down (he is aware he is approaching death), but, at the same time he is whipping them along (his chaotic lifestyle) - he knows that his lifestyle is taking him to an early death, however, he is unable to change it.....the composer of the song, Vladimir Vysotsky, was an alcoholic & drug addict and died in 1980 at the age of 42.
