In World Sailing case 75, an inside-overlapped boat on starboard tack makes contact with a port-tack boat while rounding a leeward mark. The inside boat argues their case on Rule 10 (port/starboard), while the outside boat on port claims they gave the inside boat the mark-room they were owed under Rule 18. Which boat is penalized?
