Small correction. You say the Soverign Grant is tax payer money, this isn't strictly true. Its a percentage of the Crown Estate's profits. So 200 or so years ago the monarchy made an arrangement that their land and assets would be put in this limbo and the profits would be split between the treasury and the monarch. You see in those days the monarch had to pay for defence, going back to the middle ages when Kings were feuding warlords. So what the treasury takes is the defence budget (nominally, our defence budget is far more than the monarch can afford these days) and a percentage goes to the monarch as the Sovereign Grant. It used to be negotiated every few years but you'd end up with inflammatory headlines about the Queen's pay rise as if it was tax payer money. Its not. So now its a fixed percentage.

The sovereign grant isn't just a sovereign grant. It started with George III who couldn't pay his bills because the income from his estates (tbh the lands of England still belongs to the Crown entity) so he made a deal with parliament to have them give him an annual salary in exchange of turning over profits from the royal lands. From the estates of the queen, a lot of money is earned but she turns it over just as every predecessor since George III have.
